A 3-minute lesson from the West Virginia course. Read the rules and examples, follow the handbook page references, and check your understanding before you move on.
Drivers under 18 go through West Virginia's Graduated Driver's License program: three levels that add privileges as you gain experience. Level 1 is your learner's permit, and every hour you drive on it must be supervised.
Graduated Driver's License (GDL)
A 3-phase program for ages 15 to 18 that lets young drivers build skill and confidence in safe, measured steps. Each phase has its own requirements and restrictions.
A School Driver Eligibility Certificate can count as both residency proofs if it shows the student's physical address. If it shows a PO Box, bring two other residency proofs.
You must be conviction-free for 6 months to move up to Level 2. Each conviction, including a cell phone citation, restarts the 6 months from that date.
The Level 1 permit is nonrenewable. If you surrender it, you must retest, hold it 180 consecutive conviction-free days, and resubmit identity, Social Security and residency proofs.
You're 15 with a Level 1 permit and want to drive three friends to a 10:30 pm movie with your 25-year-old brother. Two problems: only two non-family passengers are allowed, and you can't drive after 10:00 pm.
