Traffic control devices are signals, signs and pavement markings. Police, highway workers and school crossing guards can also direct traffic, and you must obey them. Signals tell you when to stop and go, and each color and arrow has an exact meaning.

Know the rule

You must obey directions from law enforcement, highway personnel and school crossing guards.

Handbook p. 6 ↗

Know the rule

When grouped together, signal lights are green, yellow and red from bottom to top. Some locations have a single green, yellow or red light.

Steady lights

Steady lights
LightWhat you do
Steady greenGo if safe; yield to emergency vehicles
Steady yellowAbout to turn red: stop if safe to do so
Steady redStop; wait for green and no crossing traffic
Handbook p. 7 ↗

Know the rule

If you were stopped and the light turns green, let crossing traffic clear the intersection before you go.

Handbook p. 7 ↗

Know the rule

Turning left on a steady green, you may turn only when safe; oncoming traffic has the right-of-way. Watch for signs that prohibit left turns and for pedestrians.

Handbook p. 7 ↗

Know the rule

If you are already in the intersection when the yellow comes on, don't stop; continue through.

Handbook p. 7 ↗

Know the rule

On a steady red you may turn right after a full stop if it's safe and no sign prohibits it. Watch for pedestrians.

Handbook p. 7 ↗

Know the rule

A small, very bright blinking light in the middle of a red light alerts you to the red light and that you must stop.

Flashing lights & arrows

Flashing lights & arrows
SignalMeaning
Flashing yellowSlow down, proceed with caution
Flashing redSame as a stop sign: full stop, then go
Green arrowTurn that way; no oncoming/crossing traffic
Yellow arrowProtected turn ending: prepare to stop, yield
Red arrowStop; you may not go that direction
Handbook p. 7 ↗

Know the rule

After a red arrow, you may go when it goes off and a green arrow or green light comes on.

Handbook p. 7 ↗

Put it into practice

You're at a steady red and want to turn right. Come to a full stop, check for pedestrians and cross traffic, and turn if it's safe and no sign prohibits turning on red.

Check your understanding

Read the question, decide on an answer, then open it to check the explanation. These are Roadwise study questions based on the source handbook.

What does a flashing red traffic light mean?
  1. Signal is malfunctioning, treat as yield
  2. Proceed with extreme caution, no stop
  3. Slow down, no stop required
  4. The same as a stop sign

Answer: The same as a stop sign

A flashing red light means the same as a stop sign: come to a full stop, then proceed when safe.

Handbook p. 7 ↗
What does a flashing yellow traffic light mean?
  1. The light is about to turn red
  2. Come to a full stop
  3. Slow down and proceed with caution
  4. Yield only to pedestrians

Answer: Slow down and proceed with caution

A flashing yellow light means slow down and proceed with caution; a full stop isn't required.

Handbook p. 7 ↗
You're already in the intersection when the light turns yellow. What should you do?
  1. Continue through the intersection
  2. Stop immediately where you are
  3. Slow down and yield to cross traffic
  4. Wait for the light to turn green again

Answer: Continue through the intersection

If you're in the intersection when the yellow light comes on, don't stop — continue through.

Handbook p. 7 ↗
A steady yellow arrow while you're turning means you should:
  1. Yield to oncoming traffic
  2. Complete the turn; you still have priority
  3. Stop only if a pedestrian is present
  4. Treat it exactly like a green arrow

Answer: Yield to oncoming traffic

A yellow arrow means the green-arrow protection is ending; prepare to stop and yield before turning.

Handbook p. 7 ↗
When can you legally turn right on a steady red light?
  1. After stopping fully, if safe and allowed
  2. Never, right turns on red are always illegal
  3. Only between 6 a.m. and 6 p.m.
  4. Anytime, without stopping

Answer: After stopping fully, if safe and allowed

You may turn right after coming to a full stop, if it's safe and no sign prohibits the turn.

Handbook p. 7 ↗
You're stopped at a red light and it turns green. Before you go, what must you do?
  1. Go at once, since your light is green
  2. Wait for a green arrow before going
  3. Yield only to pedestrians, not vehicles
  4. Allow crossing traffic to clear the intersection first

Answer: Allow crossing traffic to clear the intersection first

If you're stopped and the light turns green, you must allow crossing traffic to clear before you go.
