Motorcycles are small, easy to miss, and quick to change position. Give them a full lane and extra following room. Riders need a special endorsement, and Utah has exact rules for lane filtering, motor-assisted scooters, and vehicles built for people with disabilities.

Know the rule

To ride a motorcycle on Utah highways you need a motorcycle endorsement. Requirements match a regular license, but the tests differ. New riders may get a motorcycle learner permit by scheduling a duplicate license appointment.

Handbook p. 91 ↗

Know the rule

The division may waive the riding skills test after a division-approved motorcycle education course. Applicants under 18 need a parent's or guardian's signature.

Handbook p. 92 ↗
Under 21

Motorcycle operators and passengers this age must wear an approved DOT helmet

Handbook p. 92 ↗

Know the rule

All motorcycles licensed for street use must have liability insurance.

Handbook p. 92 ↗

Sharing the road with motorcycles:

  • Give a motorcycle an entire lane; never share the lane
  • Check mirrors and blind spots; motorcycles are small and hard to see
  • Before turning left, look carefully for motorcycles
  • Don't assume a flashing signal means a turn; many don't self-cancel
  • Follow at least two seconds back, and more on wet roads
  • Expect sudden moves to avoid potholes, gravel, slick spots, pavement seams, and rail crossings
  • Scooters and mopeds travel much slower than motorcycles
Handbook p. 92 ↗

A motorcycle may filter past a stopped vehicle in its lane only when:

  • The road or off-ramp has two or more adjacent lanes going the same direction
  • The speed limit is 45 mph or less, or it is an off-ramp (never an on-ramp)
  • The motorcycle is going 15 mph or less
  • The vehicle being passed is stopped
  • It can be done safely

Lane filtering scenario
Lane filtering between stopped cars where the limit is 45 mph or less

Know the rule

The division must suspend a motorcycle endorsement or license for failing to properly display a license plate, performing a wheelie, or lane splitting.

Handbook p. 4 ↗

Motor-assisted scooters follow bicycle, moped, or motorcycle rules, and may not be ridden:

  • In a public parking structure
  • On public property posted to prohibit skateboards
  • On a highway with four or more lanes
  • On a highway with a posted speed limit greater than 25 mph
Handbook p. 91 ↗

Know the rule

A person under 15 may not ride a motor-assisted scooter unless directly supervised by a parent or guardian.

Handbook p. 91 ↗

Pedestrian vehicle

Built for a person with a disability: less than 48 inches wide, engine under 300 cc and 12 brake horsepower, and unable to exceed 30 mph.

Handbook p. 94 ↗

Know the rule

Mobility vehicles (driven by a person with a physical disability who holds a mobility vehicle permit) and pedestrian vehicles may use highways and are exempt from registration, inspection, and usual license rules.

Handbook p. 91 ↗

Put it into practice

You're waiting at a red light on a 40 mph road with two lanes each way. A motorcyclist rolls slowly between the stopped lanes toward the front. That's legal lane filtering: traffic is stopped, the limit is 45 mph or less, and the rider is going 15 mph or less.

Check your understanding

Read the question, decide on an answer, then open it to check the explanation. These are Roadwise study questions based on the source handbook.

Motorcycle operators and passengers under what age must wear an approved DOT helmet?
  1. 18
  2. 16
  3. 25
  4. 21

Answer: 21

Any motorcycle operator or passenger under 21 must wear an approved DOT helmet.

Handbook p. 92 ↗
For lane filtering, a motorcycle may pass a stopped vehicle in the same lane only if the roadway speed limit is:
  1. 55 mph or less
  2. 45 mph or less
  3. 35 mph or less
  4. 25 mph or less

Answer: 45 mph or less

Lane filtering requires a roadway or off-ramp speed limit of 45 mph or less.

Handbook p. 92 ↗
During lane filtering, the motorcycle itself must be traveling at:
  1. 25 mph or less
  2. 35 mph or less
  3. 15 mph or less
  4. 5 mph or less

Answer: 15 mph or less

The motorcycle must be traveling at 15 mph or less to lane filter.

Handbook p. 92 ↗
Is lane filtering permitted on an on-ramp?
  1. Yes, always
  2. Yes, but only above 45 mph
  3. Yes, if traffic is stopped
  4. No

Answer: No

Lane filtering is not permitted on an on-ramp.

Handbook p. 92 ↗
A person under 15 may operate a motor-assisted scooter only:
  1. Under the direct supervision of a parent or guardian
  2. On highways with four or more lanes
  3. On any public roadway unsupervised
  4. Never, under any condition

Answer: Under the direct supervision of a parent or guardian

A person under 15 may not operate a motor-assisted scooter unless under direct supervision of a parent or guardian.

Handbook p. 91 ↗
Many motorcycle turn signals do not self-cancel, so a flashing signal doesn't always mean the rider is turning.
  1. True
  2. False

Answer: True

Many motorcycle turn signals do not self-cancel, so the rider may have forgotten to cancel it.
