Traffic lights control who goes and who waits, but a green light never lets you drive into danger. You still yield to anyone already in the intersection. Flashing lights and arrows have their own meanings.

Put it into practice

You're stopped at a red light on a one-way street and want to turn left onto another one-way street. After stopping completely and yielding to pedestrians and traffic, you may make the turn unless a sign prohibits it.
