Loads that blow or spill onto the road cause crashes and damage. Texas sets rules for truck beds, covers, safety chains and tow connections. Carbon monoxide from your exhaust is a silent danger inside the car.

A vehicle bed carrying loose material must:

  • Have no hole, crack, or other opening that lets material escape
  • Be enclosed by side panels, and on the front by a panel or the cab
  • Be enclosed on the rear by a securely closed tailgate or panel
  • Have the load covered securely at front and back, unless fully enclosed or it doesn't blow or spill
Handbook p. 74 ↗

Know the rule

Loose material such as dirt, sand, gravel or wood chips (except agricultural products in their natural state) may not be hauled on public highways unless fully enclosed on all sides and covered with a canvas or tarp firmly secured front and back.

Handbook p. 74 ↗

Know the rule

The cover isn't required if the load-carrying compartment completely encloses the load, or the load isn't blowing or spilling over the top.

Handbook p. 74 ↗

Know the rule

A passenger car or light truck towing a trailer, semi-trailer, or house trailer on a public highway must have DPS-approved safety chains attached to the towing vehicle. This doesn't apply to agricultural trailers or trailers complying with Federal Motor Carrier Safety Regulations.

Handbook p. 74 ↗

When one vehicle tows another, the drawbar, chain, rope or cable must:

  • Not be longer than 15 feet from one vehicle to the other
  • Be strong enough to pull all weight drawn
  • Have a white flag at least 12 inches square attached
Handbook p. 74 ↗

Know the rule

Don't tow more than three vehicles attached by mounting their front wheels on the bed of another vehicle (rear wheels on the road). This limit doesn't apply to trailers hauling poles, pipes, machinery or structures that can't easily be taken apart.

Handbook p. 74 ↗

Carbon monoxide

A colorless, odorless, tasteless gas in the exhaust fumes of gasoline engines. It is deadly.

Handbook p. 77 ↗

To avoid carbon monoxide poisoning, don't:

  • Leave the motor running in a garage
  • Leave vents open when following closely behind another car
  • Leave the motor running with windows closed while parked
  • Drive with a defective muffler or exhaust system
  • Use the heater or A/C in a parked car with windows closed in an enclosed space
Handbook p. 74 ↗

Know the rule

If you find a carbon monoxide poisoning victim, move them to fresh air and call 911.

Handbook p. 74 ↗

Safety chains

A backup link in case a trailer hitch fails.

Handbook p. 81 ↗

Put it into practice

You're towing a friend's car with a tow strap. Keep the connection no longer than 15 feet, make sure it can pull the full weight, and tie on a white flag at least 12 inches square so other drivers can see the link.

Check your understanding

Read the question, decide on an answer, then open it to check the explanation. These are Roadwise study questions based on the source handbook.

What is the maximum length allowed for a tow chain, rope, or cable between two vehicles?
  1. 5 feet
  2. 30 feet
  3. 15 feet
  4. 50 feet

Answer: 15 feet

The connection between a towing vehicle and the one it's towing may not exceed 15 feet.

Handbook p. 74 ↗
What must a vehicle bed carrying loose material like sand or gravel have?
  1. A tarp only, with open sides allowed
  2. Enclosed sides only, with no cover
  3. Only a closed tailgate
  4. An enclosure and a secure cover over the load

Answer: An enclosure and a secure cover over the load

The bed must be enclosed by panels and the load covered to prevent spilling.

Handbook p. 74 ↗
When is a safety chain required for towing?
  1. When a passenger car or light truck tows a trailer
  2. Only when the trailer weighs over 10,000 lbs
  3. Only on highways posted above 65 mph
  4. Only when towing a house trailer

Answer: When a passenger car or light truck tows a trailer

Safety chains are required in these towing situations to prevent the trailer from breaking loose.

Handbook p. 74 ↗
Which of these is a safe practice to avoid carbon monoxide poisoning?
  1. Running the heater with windows shut is always safe
  2. Never leave the motor running in a closed garage
  3. Carbon monoxide has a strong smell, so it's easy to detect
  4. Leaving the motor running while parked is fine if windows are cracked slightly

Answer: Never leave the motor running in a closed garage

Never leave the motor running in a garage; carbon monoxide can build up quickly.

Handbook p. 74 ↗
Carbon monoxide is a colorless, odorless gas produced by cars.
  1. True
  2. False

Answer: True

The glossary defines carbon monoxide as a colorless, odorless, tasteless gas in exhaust fumes.

Handbook p. 77 ↗
Safety chain requirements for towing a trailer apply even when the trailer is used strictly for agricultural purposes on a passenger car.
  1. True
  2. False

Answer: False

The safety chain law's requirements don't apply to a passenger car or light truck towing a trailer used for agricultural purposes.
