Before DMV issues any privilege, you must prove your identity, date of birth and current residence address. Many documents are accepted even after they expire, but only for a set time. Know the limits so you bring the right papers.
Know the rule
Documents must be originals or certified copies from the issuing agency.
Handbook p. 98 ↗ Know the rule
A U.S. government-issued birth certificate is accepted. Hospital-issued birth certificates and baptismal records are not.
Handbook p. 98 ↗ Accepted if valid or expired no more than 5 years: U.S. passport or passport card Employment Authorization Card (I-766) Permanent Resident Card (I-551) Foreign passport Re-entry Permit (I-327) Refugee Travel Document (I-571) Handbook p. 98 ↗ Also accepted as proof of identity and date of birth Certificate of Naturalization or Certificate of Citizenship Tribal ID card from a federally recognized tribe located in Oregon, approved by DMV Handbook p. 98 ↗ Know the rule
If your current legal name differs from the name on your identity document, you must provide proof of the legal name change.
Handbook p. 99 ↗ Proof of current residence address (bring one): Certification by someone at your address who comes with you and shows proof, such as their license or ID Mail from a business, school or government agency with your first and last name A document from an educational provider A utility hookup order, bill, mortgage document or property tax statement Handbook p. 99 ↗ Know the rule
Personal mail and forwarded mail do not prove your address.
Handbook p. 99 ↗ Put it into practice
You bring a letter from your aunt and an out-of-state license that expired 18 months ago. Neither works: personal mail can't prove address, and an out-of-state license must be expired no more than 1 year. A utility bill and a U.S. passport would.
A useful reminder Memorize three expiration limits: 5 years for most federal and foreign papers, 13 years for Oregon cards, 1 year for out-of-state cards.
