A 3-minute lesson from the Michigan course. Read the rules and examples, follow the handbook page references, and check your understanding before you move on.
Level 3 is the full license. Adults 18 and older who have never been licensed skip GDL, but they still start with a temporary instruction permit (TIP) and must practice before a road test.
Know the rule
Level 3 requires age 17+, holding Level 2 for at least six months, and 12 consecutive months with no moving violation, at-fault crash, suspension or GDL restriction violation.
Level 3 is issued automatically at no fee if all requirements are met and parental authorization was granted. There are no state-imposed restrictions, but parents may ask to delay it if the teen isn't ready.
If you're 18+ and have never been licensed, you must get a TIP at a Secretary of State office and pass a driving skills test given by a driver testing business.
Adult driver education is encouraged before the skills test. After you pass, print a temporary operator's permit (TOP) from your MiLogin account; it lets you drive until your license arrives in about three weeks.
You're 19 and never licensed. You pass the vision and knowledge tests, pay the fee and get your photo taken, and receive a TIP. You practice with a licensed adult for at least 30 days, pass the skills test, then drive on your printed TOP until the license comes.
