Anything that pulls your eyes, hands, or mind away from driving is a distraction, and many common tasks hit more than one category. Iowa now requires electronic communication devices to be used hands-free while driving.

Know the rule

You may not use a mobile phone or other hand-held device to write, send, or view an electronic message while driving. Before texting, emailing, or posting, come to a complete stop off the traveled portion of the roadway.

Handbook p. 36 ↗

Exceptions to the texting law:

  • Members of public safety agencies performing official duties
  • Healthcare professionals in the course of emergency situations
  • A person receiving safety-related information, including emergency, traffic, and weather alerts
Handbook p. 36 ↗

Know the rule

Drivers under 18 with an instruction permit, intermediate license, or special minor restricted license may not make or receive calls or talk on the phone while driving unless stopped completely off the traveled roadway.

Handbook p. 36 ↗

Hands-free means you can't:

  • Hold your phone in any way
  • Manually scroll, type, or interact with your phone in any way
  • Enter an address into GPS while driving
  • Stream videos or make video calls, even with voice commands
  • View texts, videos, or social media
  • Call, text, or dial unless using hands-free or voice activation
Handbook p. 36 ↗

'Electronic devices' include:

  • Cell phones
  • PDAs
  • Tablets
  • Gaming devices
  • Laptops
Handbook p. 36 ↗

Know the rule

Distracted driving is a primary offense—an officer can pull you over for it. A conviction can bring fines and suspension or revocation of your license or permit.

Handbook p. 36 ↗
$1,000+

Possible fines if distracted driving causes a death—plus suspension and possible vehicular homicide charges

Handbook p. 36 ↗

Put it into practice

You're 17 with an intermediate license and your phone rings while driving. Let it ring, or pull completely off the road and stop before answering—even a hands-free call isn't allowed for you while driving.
