West Virginia bans handheld use of phones and other electronic devices by every driver on public roads. Adults may use hands-free equipment; drivers under 18 may not use a device at all, except to call 9-1-1.

Know the rule

Using any electronic communications device while driving on a public street or highway is prohibited unless it is done with hands-free equipment.

Handbook p. 27 ↗

Know the rule

Drivers under 18, including Level 1 and Level 2 GDL holders, may not use a wireless communication device while driving unless contacting a 9-1-1 system.

Handbook p. 21 ↗

Know the rule

A device citation on Level 1 or Level 2 restarts your conviction-free period: 6 months on Level 1, 12 months on Level 2.

Handbook p. 21 ↗

Put it into practice

You're 17 with a Level 2 license and your phone is mounted with Bluetooth. You still may not take your mom's call while driving; under-18 drivers may use a device only to contact 9-1-1. Pull over and park first.
