To get a learner permit or license you fill out the Application for Driver License (MV-44), prove your name and age, and give your Social Security number. DMV uses a point system for identity documents, so you'll bring a combination of papers that adds up.
To apply for a permit or license you must:
- Complete an Application for Driver License (MV-44)
- Show proof of name and date of birth, and provide your Social Security number
- Pass a vision test and a knowledge (written) test
- Pay the application and license fees
- Most drivers: complete an approved 5-hour Pre-Licensing Course and pass a road test
Longest term of your first NY license; it's issued on your month and day of birth
Handbook p. 8 ↗Know the rule
The fee for a learner permit and license in Class D, DJ, M or MJ is based on your age and date of birth.
Handbook p. 8 ↗Know the rule
All proofs must be in English or come with a certified English translation.
Handbook p. 8 ↗Proofs of name must total at least this; at least one proof must carry your signature
Handbook p. 8 ↗Proof-of-name point values (examples)
| Points | Examples |
|---|---|
| 6 | NY photo license, permit or non-driver ID |
| 4 | U.S. passport or passport card; consular ID |
| 4 | Photo license from another state or a foreign country |
| 3 | Naturalization certificate; U.S. military photo ID |
| 2 | U.S. Social Security card; NYS title or registration |
| 1 | Major credit card; utility bill; W-2 form; union card |
Know the rule
A NY photo license, permit or non-driver ID (6 points) and an out-of-state, Canadian or foreign photo license (4 points) count only if current or expired no more than 2 years.
Handbook p. 8 ↗Know the rule
A parent or guardian's Statement of Identity (MV-45) is worth 4 points for applicants under 21; the applicant must also have proof of date of birth and a Social Security number.
Handbook p. 8 ↗Proof of age: bring the original or a certified copy of any ONE of:
- U.S. birth certificate certified by the Dept. of State, a Board of Health or Bureau of Vital Statistics
- Certificate of Birth Registration from the NYS or NYC Department of Health
- U.S. Military Photo Identification Card
- U.S. Passport
- Foreign passport (with INS documentation) or immigration documents
- Certificate of Citizenship or Certificate of Naturalization
Put it into practice
You bring a valid U.S. passport (4 points) and your Social Security card (2 points). That's 6 points, so you've met proof of name as long as one proof carries your signature. The passport also counts as your one proof of date of birth.
