There are two ways to start practicing: a special learner permit through a driving course, or an examination permit on your own. Drivers arriving from other states or countries have their own rules. This lesson also covers the non-driver ID and the hearing-impaired designation.
Know the rule
Any New Jersey resident who is at least 16 and not in suspension status may enroll in a behind-the-wheel course to get a special learner permit.
Handbook p. 21 ↗An approved course: six full hours of behind-the-wheel instruction in a dual-controlled vehicle, not counting time at the MVC
Handbook p. 21 ↗How long a special learner permit is valid (the instructor purchases it)
Handbook p. 21 ↗Know the rule
After the course and before any practice driving, the permit holder must have the permit validated at an MVC Licensing Center with a Driver Testing Center.
Handbook p. 22 ↗Know the rule
Any NJ resident 17 or older who is not suspended can get an examination permit. You don't need to be a student or have an instructor. It is validated after you pass the knowledge test and vision screening.
Handbook p. 22 ↗How long knowledge and vision test results are valid
Handbook p. 22 ↗Know the rule
An examination permit is required even if you hold a valid license from another state.
Handbook p. 22 ↗Know the rule
Out-of-state drivers must buy an examination permit within 60 days of becoming a permanent NJ resident or when their license expires, whichever comes first. Those under 18 are subject to the GDL Program.
Handbook p. 23 ↗Know the rule
Out-of-state applicants must pass a vision screening. Knowledge and road tests are waived with a valid, non-probationary license or certified driver abstract from any of the 50 states, D.C. or U.S. territories.
Handbook p. 23 ↗Know the rule
Out-of-state licenses must be surrendered when the MVC issues a New Jersey license.
Handbook p. 23 ↗International Driving Permit (IDP)
A permit translated into the UN's official languages. Foreign visitors should carry one (or an English translation). It can't replace a license; use it together with the license.
Handbook p. 24 ↗Know the rule
Non-citizens must get an IDP in their native country before traveling to the U.S. New Jersey motorists can apply for one through AAA or the American Automobile Touring Alliance.
Handbook p. 24 ↗Know the rule
Anyone 14 or older without a valid driver license may apply for a non-driver ID card. It must be surrendered when you receive a New Jersey driver license.
Handbook p. 24 ↗Know the rule
A special license for deaf or hearing-impaired motorists (41 dB loss or more) carries a numerical code. It requires verification by a physician or audiologist.
Handbook p. 26 ↗Put it into practice
You move to New Jersey from Ohio with a valid, non-probationary license. Within 60 days (or sooner if your Ohio license expires), buy an examination permit and pass the vision screening. The knowledge and road tests are waived, and you surrender your Ohio license.
