Delaware's Graduated Driver License (GDL) program eases new drivers in with more supervised practice and less exposure to risky situations. A sponsor—usually a parent—signs for you, shares legal liability, and decides when you're ready for more driving authority.

GDL

A restricted permit for drivers at least 16 and under 18, or under 22 while receiving special education services under an active IEP, who have completed an approved driver education course.

Handbook p. 26 ↗

Know the rule

The GDL program is optional at 18 or older. If you opt out, no sponsor is needed, but you must pass an eye, knowledge and road skills exam at DMV.

Handbook p. 26 ↗

To get a Level One Learner's Permit you need:

  • Age 16 to under 18 — or 16 to under 22 with an active IEP
  • A Delaware Driver Education Certificate (Blue/White Certificate); out-of-state courses need DOE approval
  • Proof of identity, legal presence, SSN (if eligible) and two proofs of Delaware residency
  • An application signed by a sponsor
  • The $40.00 Class D license fee and a passed eye screen
Handbook p. 27 ↗

Know the rule

The two residency proofs are waived if your sponsor is a licensed Delaware driver who lives at the same address as you.

Handbook p. 27 ↗

Sponsors, in order of preference:

  • Either parent, if both parents live together in Delaware and the teen lives with both
  • The parent the teen lives with (father only or mother only), if that parent lives in Delaware
  • Either parent living in Delaware, if the teen lives with neither and has no legal guardian in Delaware
  • A legal guardian or court-appointed custodian
  • Any suitable person acceptable to the Secretary of Transportation or the Chief of Driver Services
Handbook p. 27 ↗

Know the rule

Stepparents cannot sponsor unless they adopted the teen or were appointed guardian. Parents are verified with the applicant's birth certificate, which must list the mother and/or father.

Handbook p. 27 ↗

Know the rule

The sponsor must sign the application in the presence of a DMV licensing employee.

Handbook p. 28 ↗

Know the rule

The sponsor is jointly liable with the GDL driver for damages caused by the driver's negligence, and has final authority over whether the teen may drive and who may supervise.

Handbook p. 27 ↗

Know the rule

The sponsor may withdraw their endorsement at any time until the minor turns 18 (or, for an IEP applicant, until 12 months of GDL are complete), cancelling the driving privileges.

Handbook p. 27 ↗
8 years

Term of every new license issued

Handbook p. 28 ↗

Know the rule

GDL applicants who need specialized evaluation, training or equipment because of a physical or mental disability are identified by the driver education teacher and tested by the DMV.

Handbook p. 28 ↗

Put it into practice

Jordan, 16, lives only with his mom; his dad also lives in Delaware. His mom is the preferred sponsor. She must sign his application in front of a DMV licensing employee, and she can withdraw her consent—cancelling his permit—any time before he turns 18.
