At 18 or older there's no intermediate phase: permit, road test, then a full unrestricted license. How long you must hold the permit depends on your age when you apply.
180 days
Applicants age 18–20 must hold the permit this long before the road test
After passing, you get a paper temporary permit until the credential arrives by mail. The permit is valid for three years and may be renewed; if it isn't renewed within one year of expiring, you must retake the written and vision tests.
After passing the road test, the Regional Office issues a paper temporary until your license arrives by mail. If your address differs from your permit, bring a proof of residency (two for REAL ID).
You're 25 and got your permit on June 1. You can take the road test once you've held it 30 days—but you still can't drive yourself to the appointment. A licensed driver 21 or older must ride in the front passenger seat.
