14 years
Minimum age for a non-commercial instruction permit
A special instruction permit (AS 28.15.051) may be issued to people enrolled in an approved high school, community college, commercial driver training course, or approved medical program.
You're 15 with a permit. Your 20-year-old sister, licensed for three years, offers to ride along. She can't supervise you: she isn't 21. Your 40-year-old neighbor, licensed for years in a car, can, as long as he sits in the front passenger seat.
